Deleting the Default folder under Users and copying a fresh one from another system (same OS) solved the issue for us. (We had to log on as the local Administrator to i do it and worked. how can i imagine the default user files have been corrupted. This can also be a issue with the user profile entering into a backup state, or if the C:\Users\(User Name) user profile folder is manually renamed.
