Reactivate Workflows. We are working on releasing a hotfix #50003017 with the next SQL 2005 SP2 CU release to fix the "User cannot be Found" error when the author / creator / publisher of Deactivating it and reactivating it solved the issue. The Site was restored from a foreign Domain. That seems to be the reason for the error message.
My issue was the url for ReportServer in the Central admin was not correct. I am facing with other issue while i am trying to deploy. You’ll be auto redirected in 1 second. I am facing the same issue. A number of people are facing this problem but I could not find any solution. I just hope that someone from Microsoft could shed some light into this whole thing!!!
Recreating the users manually immediately solved the problem and the wizard ran successfully. Additionally, this issue should be fixed in SQL Server Reporting Services 2008 RC0 as well. I also changed the port of my default website from 80 to 8080 so that they dont conflict. I found this weird. So in windows authentication mode I can create/view reports but in a new created webapp/site I can not do anything. They let me know that the workaround is to open the site in SPD, find the workflows on the site, open them and press "Publish" from SPD for each.
